Grievance Redressal Mechanisms in Local Self-Government Institutions
Citizens can use various institutional and online mechanisms to raise complaints and seek remedies relating to services and administration in Local Self-Government Institutions.
Key Grievance Redressal Mechanisms
1. Ombudsman for LSGIs
A high judicial body to submit complaints regarding corruption, irregularities, misuse of power, or dereliction of duty against elected representatives or officials of local self-government institutions. It is headed by a person holding the status of a High Court Judge.
2. LSGI Tribunal
A judicial court system to file appeals against decisions, orders, refusal of licenses, or cancellation of building permits issued by the Panchayat Council or Secretary. Headquartered in Thiruvananthapuram.
3. Chief Minister's Portal
Service delays or other issues in Panchayats can be brought directly to the online attention of the Chief Minister. Officials are bound to resolve complaints submitted via the CMO portal within the specified timeframe.
4. K-SMART Portal
The online single-window system of the Local Self Government Department. Citizens can submit grievances regarding local services online without visiting the Panchayat office directly and track their real-time status.
5. Vigilance Department
Direct complaints can be submitted to the Vigilance and Anti-Corruption Bureau regarding bribery demands, large-scale financial irregularities, or misappropriation of government funds in Panchayat offices.
Hierarchy for Submitting Complaints
📌 Panchayat Level
File a complaint directly to them first to seek resolution for local disputes or application delays.
📌 District Level
If a resolution is not obtained at the Panchayat level, approach the District Joint Director or Deputy Director.
📌 Legal Level
Approach these legal bodies if officials intentionally commit illegal acts, practice corruption, or deny entitled services.
